On behalf of the Government of Antigua and Barbuda and the Ministry of Health, Wellness and the Environment, we are delighted to host and to welcome all participants and guests to the 14th Caribbean Conference on National Health Financing Initiatives.
We are particularly pleased with the designated theme of the Conference ‘Confronting the Financing Challenges of COVID-19 and the Unfinished Universal Health Coverage Agenda’. This theme provides us with the opportunity, individually and collectively, to share and learn from each other’s experiences in coping with and managing the onslaught of the COVID-19 pandemic. The health-related challenges presented by the pandemic were varied and complex and placed significant stress on our already overburdened healthcare system. However, the pandemic also allowed us the opportunity to assess the strength and effectiveness of our healthcare system to reach our poor and vulnerable population and to cope with future health crises.
As policymakers in the area of health, we are tasked with the responsibility of safeguarding the health of the people. A strong and healthy population is necessary for the further growth and development of our respective countries and the region as a whole. It is therefore critical that we work cooperatively to address areas of risk and vulnerability in our healthcare system identified during the crisis, while we seek to strengthen our capacities and renew our commitments to providing universal health coverage to our people. In this regard, I look forward to the deliberations, the insights and the innovations generated during the conference, so that we can move forward collectively in financing and advancing the health and wellbeing of our people.

On behalf of our Team and our former Director and now Senior Advisor, Professor Emeritus, Karl Theodore at the HEU, Centre for Health Economics, The University of the West Indies, we are delighted to join with the Ministry of Health, Wellness and the Environment and the Medical Benefits Scheme of Antigua and Barbuda, as well as the Pan American Health Organization in convening the 14th Caribbean Conference on National Health Financing Initiatives.
This Conference is being convened at a crucial time as our countries are seeking to recover from the impacts of the COVID-19 pandemic and are pushed to become more innovative and self-sustaining to do more, to do better at enhancing the collective and individual health of the population. In this regard, the theme of the Conference is particularly appropriate and timely—‘Confronting the Financing Challenges of COVID-19 and the Unfinished Universal Health Coverage Agenda’.
Judging from the contents of the Agenda and experience of the presenters, we are confident that the discussions at this 14th Conference will be engaging and productive both in terms of generating new knowledge and in offering practical insights for more effective management of our health financing responsibilities.

Warm hello and special greetings to colleagues and participants as we reconvene after an enforced two-year gap for the 14th Caribbean Conference on Health Financing Initiatives.
We are particularly pleased to be meeting in Antigua and Barbuda as the co-host, the Medical Benefits Scheme (1978), is now marching into its forty-fourth (44th) year of operations as the country’s premier national health financing institution.
Our Conference Program is quite deliberate and built around the theme ‘Confronting the Financing Challenges of COVID-19 and the Unfinished Universal Health Coverage Agenda’. The overall objective is really to share knowledge on challenges, adjustments and opportunities brought on not just by the pandemic emergency but also by the need to make more measurable progress in advancing Universal Health Coverage.
As in previous Conferences, we have sought to ensure that we have a mix of presenters in order to get frontline experience as well as informed insights and bold thinking from policymakers, policy advisors, health managers, academics and ‘new voices’.
